XRP ETF filing raises questions over Ripple escrow

Cryptex Finance filed an amended registration statement on Aug. 24 for its proposed Digital Market Cap ETF, including XRP at a 4.88% fund weighting.  The document also claims Ripple could release additional XRP from escrow if Congress passes the CLARITY Act.  The wording attracted attention because Ripple has not publicly confirmed such a plan. The document is a disclosure prepared by Cryptex and filed with the U.S. Securities and Exchange Commission. It does not represent an SEC finding or an announcement from Ripple.  Cryptex included the XRP escrow claim in its filing  The amended S-1 filing states that Ripple historically returns 60% to 80% of its monthly XRP releases to escrow. It then makes a broader claim about future distributions.  “The company has indicated that, if regulatory clarity is established … it may release additional XRP from escrow to support on-ledger liquidity in stablecoin and FX pairs.”  The statement does not identify its source. It also does not provide a link, date or named Ripple representative. Attorney Bill Morgan questioned where Cryptex obtained the information, saying he did not recall Ripple announcing that intention. Revolut has begun rolling out its first stablecoin, euro-pegged EURR, to selected customers in Denmark, Poland and Portugal, with expansion across other EEA markets planned later in 2026. Russian telecom giants prepare to accept digital ruble payments from Sept. 1

Russias MTS, Rostelecom and MegaFon have prepared to accept digital ruble payments from Sept. 1 as Russia begins the first mandatory stage of its nationwide central bank digital currency rollout.  Vedomosti reported that the three major telecommunications operators are preparing their payment systems for the launch, with MTS offering digital ruble transactions across services connected to MTS Pay while Rostelecom and MegaFon work on their own integrations.  MTS plans to make the payment option available without restricting it to particular products or services. Customers will initially be able to use digital rubles through the My MTS mobile app and the companys online store, while other services using the MTS Pay payment module can also support the option.  For customers, the process will work much like Russia‘s Faster Payments System. A user with a digital ruble account can select the digital ruble at checkout, choose a participating bank and approve the transaction through the bank’s interface, according to MTS.  The digital ruble account itself is held on the Bank of Russias platform, with commercial banks providing customers access through their apps. CLARITY Act News: Senate Vote and Crypto Regulation Outlook

In CLARITY Act news today, the Digital Asset Market Clarity Act remains a bill, not a law. Although the House passed it 294-134 in July 2025, the Senate had not held a floor vote or filed a cloture motion before setting the measure aside ahead of the August recess.  The Senate left Washington without voting on the crypto market-structure bill, narrowing the time available for action before the midterm elections.  Senate Majority Leader John Thune said the measure would go to the floor in September. Lawmakers are due back for a brief, roughly three-week session before leaving to campaign, leaving the bill to compete with other legislative priorities. The Senates next steps will show whether negotiators can resolve the dispute that has held up the legislation.  Now, prediction markets such as Kalshi are pricing in an 8% chance of the bill passing in September, down from 10% just yesterday. 54% of the $6.7M in volume in this market believe the bill will be passed by July 1, 2027. Boeing Lands $131 Billion F-15 Deal — Heres What It Means for BA Stock

Boeing has secured a massive new US military contracting vehicle worth up to $131.23 billion. This could potentially provide more than a decade of work for the aerospace giants F-15 fighter jet business.  The US Department of War awarded Boeing an indefinite-delivery/indefinite-quantity contract for the F-15 Eagle Crest program. It covers new aircraft production, systems integration, modernization, upgrades, retrofits, sustainment and depot maintenance. Work will primarily take place in St. Louis, Missouri, and could continue through August 2037. Only $343,740 in fiscal 2026 research, development, testing and evaluation funding was obligated when the contract was awarded. Zerohash files second OCC trust bank application

Zerohash submitted a second application for a U.S. national trust bank charter on Aug. 19, approximately one month after the Office of the Comptroller of the Currency returned its original filing.  The OCCs record lists the proposed institution as Zerohash National Trust Bank. It would be based in Asheville, North Carolina, and operate under a holding company structure if approved.  The regulator opened public comments on Aug. 18. Comments must arrive by Sept. 17, giving interested parties 30 days to respond. The public record currently lists the application as received. It does not show an approval, denial or other regulatory decision.  Zerohash narrows its second OCC application  The OCC received Zerohash‘s first charter application on March 2 and returned it on July 17. The agency’s public database does not explain which parts of the proposal prompted the return.  A returned application is not the same as a denial on its merits. It generally means the filing did not advance through the OCCs review process in its submitted form. The regulator assigned the second application a new control number and proposed charter number. US bank lobby wants stablecoin holders to open an account before cashing out

The American Bankers Association is pressing US regulators to require anyone who buys or redeems a payment stablecoin directly with its issuer to open an account and complete customer identification.  For a holder coming from self-custody, that would turn a direct cash-out into an issuer-onboarding event.  The Blockchain Association accepts identity checks for direct primary-market account customers but says an optional one-off redemption or a redemption routed through another regulated intermediary should not automatically make the underlying holder an issuer customer.  The disagreement surfaced in comments on a joint federal proposal for stablecoin issuer customer identification programs, known as CIPs.  The Federal Reserves public index lists the ABA comment as posted that day and the Blockchain Association comment as posted Aug. 24, alongside other R-1885 responses.  The agencies eventual choice will determine whether asking an issuer for dollars always opens an account or whether some holders can redeem without establishing that relationship.
