In the report published on Tuesday, researchers said the StopAndProtect ransomware family was first discovered in mid-May before tracing it to a broader operation. The hacked websites hosted malware, sent commands to infected computers, and stored stolen documents, screenshots, and activity logs. Myriad: Who wins BLAST Open Porto 2026? CLARITY Act stalls as Scott criticizes Warrens team

The CLARITY Act has stalled ahead of a Sept. 15 procedural vote requiring 60 senators, as Senate Banking Committee Chairman Tim Scott accused Elizabeth Warrens team of trying to drive crypto activity from the United States. SALT Conference footage from the Wyoming Blockchain Symposium showed Scott blaming Warren and her allies for holding up the Digital Asset Market Clarity Act during his Aug. 18 appearance. “Elizabeth Warrens team wants to run Bitcoin and crypto out of the country,” Scott said. The future of finance should be built in America. Addressing the remaining negotiations, the South Carolina Republican also accused Democrats of repeatedly moving the “goalposts” for political reasons. Scott argued that the bill would not advance unless Republican lawmakers applied direct pressure and forced a Senate vote. His remarks place Warren, the Banking Committees ranking Democrat, at the center of the dispute over the most extensive digital asset market structure proposal considered by Congress. Warren and other Democrats have sought stronger investor safeguards, financial-crime controls and restrictions covering crypto businesses tied to elected officials. Scott‘s criticism came one day before Democratic Sen. Ruben Gallego warned that taking the bill to the floor too quickly could damage bipartisan negotiations. Gallego, one of two Democrats who supported the

OCC head promises final GENIUS rules by November

US Comptroller of the Currency Jonathan Gould said that his agency would have final rules related to the implementation of a payment stablecoin law out by November. Speaking at the Wyoming Blockchain Symposium on Wednesday, the regulator said that following the Office of the Comptroller of the Currency‘s (OCC’s) proposal to implement the Guiding and Establishing National Innovation for US Stablecoins (GENIUS) Act, OCC would release finalized rules ahead of the laws scheduled January 2027 enactment. Gould said that the OCC “will have a final rule out by November” as the agency considered feedback from the crypto industry following the release of its proposed rules in February. He added that he expects the regulator could begin processing applications related to stablecoin issuers starting in 2027. The GENIUS Act, signed into law in July 2025, aims to create a regulatory framework for payment stablecoins in the US, requiring rules from the government agencies overseeing the products, including the OCC, Treasury Department, Federal Deposit Insurance Corporation (FDIC) and the Federal Reserve Board. Although the OCC moved forward with a 376‑page proposal to implement GENIUS in February, government agencies have only until Jan. 18 to finalize regulations as the law goes into effect. Several regulators have already

Bitcoin miners pour billions into AI as capex outpaces revenue 15-to-1

Public Bitcoin miners are spending billions chasing artificial intelligence and high-performance computing revenue, though returns have yet to keep pace, underscoring the massive upfront investment required to diversify beyond Bitcoin mining. In its latest Miner Weekly newsletter, BlocksBridge Consulting reported that a group of 15 Bitcoin miners and AI data-center companies spent a combined $30.7 billion on capital assets in their latest 2026 reporting periods, already 42.6% more than the $21.53 billion they spent throughout 2025. Among Bitcoin miners specifically, the gap between capital spending and AI revenue remains significant. Nine comparable miners spent $5.11 billion on capital assets during the first half of 2026 while generating just $341.2 million in directly reported AI and HPC revenue — a roughly 15-to-1 capex-to-revenue ratio. BlocksBridge calculated capital spending based on cash purchases and allocations to hardware, property, equipment and other productive assets, after accounting for proceeds and refunds from asset sales. Despite the gap, AI and HPC revenue is accelerating. The nine miners generated $205.8 million from those businesses in the second quarter, up 52% quarter-on-quarter, with Core Scientific, TeraWulf and Bitdeer among the companies reporting gains. Bitcoin miners capital expenditures are vastly outpacing AI and HPC revenue so far. Source: Miner Weekly Related: Public Bitcoin miners

Optimism moves 546.9M OP from future airdrops to ecosystem growth fund

Blockchain Optimisms governance has approved a proposal to repurpose 546.9 million OP tokens previously reserved for user airdrops to support ecosystem growth and institutional adoption. OP currently has a market cap of roughly $214 million, with a circulating supply of about 2.29 billion tokens, according to CoinGecko data. The new Strategic Ecosystem Fund will support partnerships with chains, protocols and institutions, as well as incentives to increase activity and liquidity on OP Mainnet and grow OP Enterprise. The decision drew pushback from some delegates who argued the tokens had been promised to users and questioned how the foundation would measure returns from the fund. Supporters said the allocation would be better used to compete for enterprise deals and drive growth. Optimism vote to repurpose 546.9M OP. Source: Optimism Optimism said it has no additional airdrops planned after distributing 269.1 million OP across five rounds, contending that airdrops were better suited to an earlier phase focused on broad user acquisition than its current institutional push. Optimism is an Ethereum (ETH) scaling project behind OP Mainnet and the OP Stack, the blockchain framework used by networks including Base, Unichain, Kraken‘s Ink and Sony’s Soneium. More than 30 OP Stack chains currently contribute revenue to Optimism, according to the

X considers USDC payments for creator rewards

Elon Musks X has begun exploring USDC and other stablecoins as possible payment methods for creators while preparing to replace its existing revenue-sharing system. X considers USDC for creator rewards CoinDesk reported on Thursday that X is discussing whether to pay creators and other content providers with stablecoins, citing a person familiar with the plans. Circle Internet Groups USDC is one of the digital tokens under consideration, although X has not chosen a payment method or disclosed when it could introduce stablecoin payouts. Talks remain active, according to the source, who also works with other social media companies testing stablecoins for influencer commissions. X did not respond to CoinDesks request for comment, leaving the possible payment structure, supported countries and blockchain networks unconfirmed. The report also did not state whether creators would receive stablecoins by default or select them as an alternative to bank payments. A stablecoin option could allow X to use one dollar-linked asset for creators in several countries, rather than arranging separate transfers through each local banking system. Any practical benefit would still depend on the networks, wallets, conversion services and withdrawal rules selected by the company. USDC is designed to maintain a one-to-one value with the U.S. dollar and can move across
